A - Rationale
----------------------------------------------------------------------

Several years after the acceptance of Electronic Government by
governments worldwide as part of their reform initiatives, there is a
growing recognition that over-reliance on technology, insufficient
collaboration in government, lack of emphasis on building human
capacity and inadequate public consultation all limit possible
benefits of such initiatives. As a result, the focus has been shifting
from technology-enabled improvements in government operations
(Electronic Government) to improvements in interactions between
government, non-government and civil society stakeholders (Electronic
Governance). Under the new focus, it is no longer acceptable to let
technical or organizational issues drive Electronic Governance
initiatives alone. Instead, a multi-disciplinary, multi-stakeholder
and community-oriented approach is required.

B - Conference
----------------------------------------------------------------------

The International Conference on Theory and Practice of Electronic
Governance (ICEGOV2007) will take place in Macao during 10-13 December
2007. The conference will bring together practitioners, developers and
researchers from government, academia, industry and non-governmental
organizations to share the latest findings in the theory and practice
of Electronic Governance. In a diverse international setting for
networking and community-building, ICEGOV2007 will foster a
multi-disciplinary and multi-stakeholder approach to addressing the
challenges of Electronic Governance. The conference and the future
annual series will establish the state-of-the-art in practice,
technology and research on various aspects of Electronic Governance.

C - Participants
----------------------------------------------------------------------

The conference will provide a unique opportunity for close
interactions between the three categories of participants:

1) From Government - Government participants will describe concrete
initiatives, lessons learnt and the remaining challenges. In
return, they will learn about the latest research results, and how
such results are implemented by industry, non-governmental
organizations and other governments to address the challenges they
face.

2) From Industry and Non-Governmental Organizations- Industry and
non-governmental participants will demonstrate concrete
technological, organizational and societal solutions for
governments. In return, they will learn about the real challenges
governments face and the latest research findings available for
their use in crafting solutions.

3) From Academia - Academic participants will present models, theories
and frameworks which extend the understanding of Electronic
Governance and upon which concrete solutions for governments can be
built. In turn, they will learn about problems faced by
governments, gain access to concrete cases, and identify
opportunities to implement and deploy research prototypes.

D - Contributions
----------------------------------------------------------------------

ICEGOV2007 will encompass five formats of contributions: tutorials,
invited talks, panels and workshops (by invitation) and regular papers
(by submission). It will also include a series of social events for
networking and community building.

Tutorials are designed to provide the audience with general
foundations and basic understanding of the area, while the workshops
will address state-of-the-art research and applications in the
respective areas. Each tutorial-workshop event will take half a day
(about 3 hours), with tutorials presenting introductions to the area
for non-specialists and workshop offering state-of-the-art
presentations basically for experts.

F - Call for Papers
----------------------------------------------------------------------

The ICEGOV2007 Program Committee invites unpublished, original
contributions describing ongoing or completed work, originating from:

1) Academia - Foundations of Electronic Governance, including
development, validation and implementation of relevant theories,
models and specifications.

2) Industry and Non-Governmental Organizations - Technologies, methods
and tools upon which concrete solutions for Electronic Governance -
systems, processes, services and organizations - can be built.

3) Government - Experiences, case studies and lessons learnt, both
theoretical and practical, when planning, developing, executing and
evaluating Electronic Governance initiatives.

ICEGOV2007 particularly welcomes:

1) Cross-sector papers that aim to establish connections between
research, solutions and practice of Electronic Governance, and
succeed in effectively communicating their findings to different
audiences: from researchers to solution providers, from solution
providers to public managers, and from public managers to
researchers.

2) Papers that cross the borders of the relevant disciplines -
Information Technology, Computing, Public Administration, Political
Science, Linguistics, Law, Economics, Sociology, Business
Administration, etc.

3) Papers on one or more of the practice, solutions or research
aspects of Electronic Governance.

H - SUBMISSION
----------------------------------------------------------------------

All submissions will undergo a three-stage preparation process:

1) Abstract - One-page abstracts must be submitted by 16 July
2007. They will be reviewed by the Program Committee to establish
suitability of the topics for the conference. Acceptance
notifications will be sent to the authors by 30 July 2007.

2) Full Paper - Must not exceed 10 pages and must be submitted for
review by the Program Committee by 27 August 2007 as a basis for
the final assessment and, if accepted, for the preparation of the
final papers. Acceptance notifications will be sent to the authors
by 8 October 2007.

3) Final Paper - All accepted papers should be revised to address
review comments and to follow formatting requirements of the
Association for Computing Machinery (ACM) available at
http://www.acm.org/sigs/pubs/proceed/template.html. Final papers
are due by 22 October 2007.

Abstracts and papers should be submitted, adhering to ACM formatting
requirements, through the conference submission website available at
http://www.easychair.org/ICEGOV2007.

A double-blind review will be carried out by the Program Committee
throughout the whole process.

I - PROCEEDINGS
----------------------------------------------------------------------

Conference proceedings will be published by the ACM Digital Library,
collected into a book with an ISBN number, and distributed to all
participants of the conference.

All accepted final papers will appear in both printed and electronic
conference proceedings, provided at least one author registers for the
conference before registration deadline and presents the paper at the
conference. The papers whose authors register late will only appear in
the electronic proceedings, provided an author presents the paper at
the conference. Papers that are not presented by one of authors at the
conference shall neither be published in the printed proceedings, nor
by the ACM Digital Library.

Upon acceptance of papers, authors will be required to complete and
sign a Copyright Form available at
http://www.acm.org/pubs/copyright_form.html; see the ACM Copyright
Policy at http://www.acm.org/pubs/copyright_policy/. Completed forms
should be scanned and send by e-mail to icegov@iist.unu.edu.

K - AWARDS
----------------------------------------------------------------------

Best papers will be selected in several categories including
cross-sector and thematic contributions. The award committee will also
seek to award the paper that makes the most notable contribution to
showing how different countries can cooperate in Electronic Governance
development. An overall best paper award will be made as well.

L - REGISTRATION
----------------------------------------------------------------------

Early registrations are due by 5 November 2007. The fee is 250USD per
person for the whole conference. Late registrations will be accepted
from 6 November 2007 until the conference, subject to the availability
of seats. The fee for late registration is 300USD per person for the
whole conference. Registration is generally not transferrable.

The registration covers:

1) Access to all conference events
2) One copy of the conference proceedings book
3) Registration pack - conference program, tourism information,
notepad and pen
4) One buffet lunch for every day of the conference (including
vegetarian)
5) Four coffee breaks including snacks every day
6) Refreshments provided throughout the conference

Additional sets of proceedings can be purchased at 30USD each.

Registration fees can be paid online via credit card (Master Card or
Visa) or through bank transfer, bank draft or cheque (for residents of
Hong Kong or Macao only).

According to the conference cancellations policy, registration and
hotel fees will be reimbursed at: 80% if a cancellation request is
received before 6 November 2007 and 50% if a cancellation request is
received between 6 and 26 November 2007. No refund shall be provided
for cancellation requests received after 26 November.

M - SPONSORSHIP
----------------------------------------------------------------------

Authors of accepted papers will be able to apply for sponsorship to
partially cover the costs of attending the conference - registration,
hotel or both - with preference given to citizens of developing
countries. No more than one sponsorship will be offered per paper.
Sponsorship applications will be received from 9 to 15 October 2007.
The applicants will be notified about decisions by 22 October 2007.
