Report on European EGov Conference
From September 3-7, participants from over 34 countries convened in Regensburg, Germany's best-preserved medieval city, for the the 6th annual EGov Conference 2007.
New this year was the Rene Wagenaar Outstanding Paper Awards. "Innovation Processes in the Public Sector - New Vistas for an Interdisciplinary eGovernment Research", written by Dr. Björn Niehaves, won the award for the most out-of-the-box and forward-looking idea and concept, which has a potential to become a new ground-breaking innovation in eGovernment research and/or implementation. The Second award was presented to Rahul De for "Antecedents of Corruption and the Role of e-Government systems in Developing Countries" for a concept or solution with the highest potential to materialize, be implemented, and impact eGovernment implementations and applications.
The Conference's focus is on organizational and user-related issues which lead from research to practice in e-governance. Some of this year's workshops and sessions included:
- Status of E-Government Around the World
- E-services with a Citizen Focus, literacy and Inclusion
- Research Foundations and Frameworks
- Democracy and Participation
- Mobile Government
- Exploitation of GIS

Call for Candidates Now Open
The call for nominations for DGSNA leadership positions is now open. Anyone interested in running for office or anyone wishing to nominate a candidate should contact Sharon Dawes, Chris Hinnant, or Lester Diamond of the Nominating Committee. We welcome candidates from government and NGO's, as well as academics, and from all three countries in North America. We also welcome additional volunteers for the Nominating Committee.
The slate of candidates will be on view on the DGSNA website beginning October 15. Voting will begin online November 15 and will close December 15, 2007. The newly elected Officers and Board Members will be announced in the December dgOnline, and they will begin their terms on January 1, 2008.

University Researchers Analyze China's Internet Censorship System
This article in Government Technology describes a system developed by UC Davis and the University of New Mexico called ConceptDoppler that can act as a weather report on changes in Internet censorship in China.
Homeland Security Releases National Response Framework for Public Comment
The Department of Homeland Security (DHS) released the draft of the revised National Response Framework (NRF), successor to the National Response Plan, for a 30-day public comment period.
Scientists Use the "Dark Web" to Snag Extremists and Terrorists Online
The National Science Foundation reports on a project by a digital government research team from the University of Arizona that uses cutting edge technology and novel approaches to identify and track terrorists on the web.
CIO Council to Join Government 2.0 Research Project
Dot Gov Buzz announces the federal CIO Council's plan to participate in a global research project to identify and analyze emerging opportunities to harness new social networking models to transform the public sector.
