Message from the President
Friends, I am writing to you in my capacity as the Digital Government Society of North America President (DGSNA). As you may know, the DGSNA is a scholarly/practitioner community that emerged from the foundation laid by Larry Brandt and Valerie Gregg in the early 2000s. The dg.o meetings continue the work and carry forward the mission of the NSF's Digital Government program. We seek to unite researchers and government officials in collaborative projects aimed at improving the citizen-government interface. We stand on the brink of an important milestone. Next May, we will convene dg.o, the 10th International Conference on Digital Government Research: "Social Networks: Making Connections between Citizens, Data & Government" Puebla, Mexico May 17-20, 2009 We are excited about the location (Puebla, Mexico) and the conference theme, social networks. Conferences, Workshops and Calls for Papers Call for Papers: "YouTube and the 2008 Election Cycle in the United States" The keynote speakers are Richard Rogers, Professor in New Media & Digital Culture at the University of Amsterdam and Director of govcom.org and Noshir Contractor, Northwestern University, the Jane S. & William J. White Professor of Behavioral Sciences in the School of Engineering, School of Communication and the Kellogg School of Management at Northwestern University. HICSS 2009 Call for Papers: Electronic Government Track at the 42nd Hawaii International Conference on System Sciences January 5 to 8, 2009 Hilton Waikoloa Village Resort Waikoloa, Big Island, Hawaii. HICSS conferences are devoted to the most relevant advances in the information, computer, and system sciences, and encompass developments in both theory and practice. Accepted papers may be theoretical, conceptual, tutorial or descriptive in nature. Those selected for presentation will be published in the Conference Proceedings published by the IEEE Computer Society. The Forum will bring together entrepreneurs from the ICT sector, leading policymakers and experts to exchange ideas and experiences to develop practical strategies towards creating a more favourable policy environment for cyber security protection in Estonia and the whole Europe. This Estonia Cyber Security Forum is organised by CompTIA in cooperation with the American Chamber of Commerce in Estonia and follows on to the successful ICT Innovation Forum events held in Warsaw, Copenhagen, Prague, Berlin, Lisbon, Johannesburg and Ljubljana since 2005. This years subject is "Internet Governance and Domain Names: Broader Cyberspace, Mobile Internet and New Market Opportunities". The first day will have two Panels: One on Internet development in Finland and one on the future institutional arrangements on Internet Governance, including the Internet Governance Forum (IGF), the JPA follow up and the planned At Large Summit. On the second day various Panels will discuss issues like new TLDs, iDNs, IPv6 and the future of the Internet. The iDN panel will discuss the special case of Russia with leading experts from Moscow. Registration takes place on a first come, first served basis at the following website: www.icann-studienkreis.net NSF Workshop at Dartmouth College The National Science Foundation, Dartmouth College, and New Hampshire EPSCoR are sponsoring a one-day workshop on September 11, 2008. The workshop will provide an introduction to and overview of the National Science Foundation, its proposal and merit review process, its crosscutting programs, and its international programs. There will also be presentations on the programs of each of the NSF directorates: Mathematical and Physical Sciences; Biological Sciences; Computer and Information Science and Engineering; Education and Human Resources; Social, Behavioral, and Economic Sciences; Engineering; and Geosciences, as well as time for participants to chat informally with NSF program managers. Key representatives from the National Science Foundation as well as your colleagues - faculty, researchers and grant administrators - representing colleges and universities from around the US will participate. This two-day conference is a must, especially for new faculty, researchers and administrators who want to gain key insight into a wide range of current issues at NSF including the state of current funding; new and current policies and procedures; and pertinent administrative issues. Unique and progressive in its approach, the journal seeks to recognise both the multidisciplinary and the interdisciplinary perspectives of e-Government, and encourages both pure and applied research that impacts central and local Government, with international perspectives also welcome. It will also be interested in exploring how research carried out in the private sector can be applied to the public sector as a means of improving efficiency and effectiveness. For more information please visit www.goscon.org Third Annual GigaNet Symposium Governance Academic Network (GigaNet) is a scholarly community that promotes the development of Internet governance as a recognized, interdisciplinary field of study and facilitates informed dialogue on policy issues and related matters between scholars and governments, international organizations, the private sector, and civil society. Each year, GigaNet organizes a one-day research symposium in conjunction with the United Nations Internet Governance Forum (IGF) and in the same premises. Attendance at the Symposium will be open to all and free of charge. The Symposium will be at the same location as the IGF and registration with the UN as an IGF participant may be necessary to gain entry to the building. NSF and DoD intend: 1) to develop the DoD's social and human science intellectual capital in order to enhance its ability to address future challenges; 2) to enhance the DoD's engagement with the social science community; and 3) to deepen the understanding of the social and behavioral dimensions of national security issues. In pursuit of these objectives, NSF and DoD will bring together universities, research institutions, and individual scholars and will support disciplinary, interdisciplinary and collaborative projects addressing areas of strategic importance to national security policy. The EPSCoR program is directed at those jurisdictions that have historically received lesser amounts of NSF Research and Development (R&D) funding. Twenty-five states, the Commonwealth of Puerto Rico and the U. S. Virgin Islands currently participate. Through this program, NSF establishes partnerships with government, higher education and industry that are designed to effect lasting improvements in a state’s or region’s research infrastructure, R&D capacity and hence, its national R&D competitiveness. Research Infrastructure Improvement Program: Track-2 (RII Track-2) awards provide up to $2 million per year for up to 3 years to consortia of EPSCoR jurisdictions to support innovation-enabling cyberinfrastructure of regional, thematic, or technological importance. For selection criteria and simple application, please visit http://www.innovationsaward.harvard.edu SSRC Dissertation Proposal Development Fellowship (DPDF) Postdoctoral Fellowships on the Societal Aspects of Emerging Technologies The NSF-funded Center for Nanotechnology and Society at the University of California, Santa Barbara announces three new postdoctoral fellowships to conduct research on the societal aspects of emerging technologies, with a particular focus on nanotechnology. The CNS-UCSB invites applications from scholars from a wide range of disciplines whose research interests intersect with projects and topics in ongoing Center research. Examples include but are not limited to: public and expert risk perception; public deliberation and participation; technologies and the public sphere; science policy/public policy; the historical context of emerging technologies; the technology innovation system; and globalization and technology development issues. Two of the fellowships are open with regard to interest and specialization; one is to participate in a qualitative research project on gender and race in nanotech public participation and requires relevant experience.
