Doctoral students from around the world who are interested in international digital government research are invited to apply to participate in a week-long, intensive residential program focused on ways to advance, study, and understand digital government research in an international context.
The Institute is organized around the theme of “the city” as a coherent unit of government that operates within a larger world. It includes both academic activities and practical field visits. The faculty team comprises internationally known researchers from a variety of prominent academic institutions as well as senior government officials from the City of New York.
The Institute is hosted by the Center for Technology in Government at the University at Albany/SUNY and supported by the US National Science Foundation.

"e-Government at HICSS Conference in Waikiloa, Hawaii "
The 40th annual Hawaii International Conference on System Sciences took place from January 3-6. This conference provides a unique environment for researchers as well as practitioners in the information, computer and system sciences to share ideas, techniques and applications. The e-government track has become one of the largest and most successful parts of the conference.
Jochen Scholl, assistant professor in the University of Washington’s Information School is the chair of the E- Government Track at the conference as well as a board member of the DGSNA. A major objective of the HICSS and the E-Gov Track is to attract the leading research in the respective fields of system sciences. According to Jochen, “We have observed a tremendous increase in paper quality over the years resulting in a high conversion rate from HICSS conference submissions into journal papers and book chapters, over 50 percent.”
This year 35 high-quality e-gov papers from researchers all over the world were accepted. The award for best paper was won by Eric Welch and Sanjay Pandey from the University of Illinois at Chicago and the University of Kansas, titled "Multiple Measures of Website Effectiveness and Their Effect on Service Quality in Health and Human Services Agencies". Eric, pictured above with Jochen and Conference Chair Ralph Sprague, is the Co-chair of the DGSNA Liaison committee. The runner-up paper, "Information Privacy and Trust in Government: a Citizen-based Perspective from New Zealand", was written by Rowena Cullen and Patrick Reilly of the University of Wellington.
New this year was a well attended, full-day symposium on e-government. At this symposium, the best papers of the three leading e-gov conferences (HICSS, dgo, and DEXA/EGOV) from previous years were presented, along with an international workshop focused on research needed to move e-government into the future.
The conference overall consisted of advanced seminars, tutorials, workshops, open forums, task forces, and the daily presentation of accepted manuscripts which emphasized interdisciplinary research. Gilman Louie, Alsop Louie Partners, gave the plenary lecture “The Venture Capital Approach to Finding and Driving Innovation”, and the distinguished guest lecture was given by Hal Abelson, Professor Electrical Engineering and Computer Science, MIT, titled “Universities, the Internet and the Information Commons”.
Web Advances Have International Consequences. The World Wide Web Consortium will hold a symposium next month to discuss issues that apply to e-government worldwide.
