Meet dg.o 2007 keynote speaker William Pelgrin.

William PelgrinWilliam Pelgrin is a man of wider influence than his title as Director of the New York State Office of Cyber Security & Critical Infrastructure Coordination and the Chief Cyber Security Officer for New York State would imply.  He also chairs the Multi-State  Information Sharing and Analysis Center (MS-ISAC) which includes participation from all 50 states and the District of Columbia to share important cyber security information. Because of the success of the MS-ISAC, the U.S. Department of Homeland Security has officially recognized it as the national center for the states to coordinate cyber readiness and response.

In addition, he was appointed as a charter member of the Global Council of Chief Security Officers comprised of influential cyber-security leaders including senior executives from Google, Microsoft, MCI, Oracle, Bank of America, Sun Microsystems and Washington Mutual to form a think tank to encourage dialogue and action that will meet the new challenges of online security.  Mr. Pelgrin is the only government representative selected to participate.

In New York State, Pelgrin has been responsible for leading and coordinating the state’s efforts toward cyber readiness and resilience; leading and coordinating geographic information technologies, especially in emergencies, where CSCIC is the single point-of-contact.  Under his leadership, CSCIC has established a 7X24 Cyber Security Center to analyze and respond to intrusions and other anomalous cyber activity of state entities; deployed intrusion detection architecture for critical segments of the State's network and computing infrastructure; released statewide cyber security policies on cyber alert level protocols, incident reporting and baseline cyber security requirements; implemented statewide cyber security training for state and local government; and enhanced the capabilities of the State's critical infrastructure application to assist in responding to any emergency.

A dynamic speaker, Mr. Pelgrin will address lessons learned as well as challenges facing government agencies as they collaborate to share information about networks and computing infrastructures across boundaries in support of emergency response at the state and national level as well as between the public and private sectors. His remarks will include a discussion of the key questions researchers might explore to support the cyber security community and the potential value of related research and management partnerships.


dg.o 2007 research paper authors are notified of acceptance .

February 15 was the date authors were notified of the acceptance of their papers for the dg.o 2007 Conference “ Bridging Disciplines and Domains”. 

“The quality and variety of the research papers we received is a tribute to  the growing reputation of this conference,”  says Alan Borning, University of Washington, program co-chair.  The papers will be presented at the conference and published in the conference proceedings.

Liberty BellRegistration for the dg.o conference "Bridging Disciplines and Domains" to be held May 20-23 at the Sheraton Society Hill, Philadelphia will begin in the next few days.  An e-mail will be sent announcing the availability of the registration site.

This year’s conference will focus on interdisciplinary and cross-cutting approaches to digital government research through workshop presentations and discussions, as well as birds-of-a-feather roundtables, panels, posters and demo sessions.  The conference is a unique opportunity for participants to discuss their ideas and problems with researchers working at the leading edge of digital government -- and with government officials and technology developers who have experience in the practical issues of getting systems into operation. 

The continuing level of diversity of the US and international participants is evidence of the success of this conference in bringing people together to “Bridge the Domain”.  Confirmed participants will be traveling to the conference from China, South Korea, Russia, the United Kingdom, Mexico and Canada.

Membership in the Digital Government Society of North America (DGSNA) will be offered along with registration to the dg.o 2007 Conference.

This paper proposes a two-layer semantic wiki Web that promises several advantages that enable incremental growth, collaborative development by a large community of non-technical users and the ability to continually grow the content layer without the immediate overhead of parallel maintenance of the semantic layer.
